RESIDENTS in Latchford have issued a stark warning to families in the area, after witnessing a man in strange dress intentionally disturbing people.

Locals witnessed 'a white male wearing a penguin suit,' and a 'tall black top hat' around the Loushers Lane area.

Residents have also noted that graffiti referring to 'top hat man' has appeared around the park in the area.

According to a witness on social media, the man was playing 'Halloween music' whilst walking around the area with a cane in his hand.

The witness says that the man was 'hitting people with his cane,' too.

Furthermore, the witness claims that the man was walking around the area and intentionally staring at people, and attempting to scare children in the area.

The resident took to social media to issue the warning in an attempt to help others 'keep vigilant.'

Concluding the post on social media, the resident said: "My little girl is terrified and keeps asking me questions."

Cheshire Constabulary have been contacted, and a spokesperson confirmed that no arrests had been made in the area.
